Objectives: To develop a scale to measure resident perception of the social impacts of small community-based festivals.
Methods: Development of a Festival Social Impact Attitude Scale (FSIAS). Firstly, a list of 70 social impacts (benefits as well as costs) was generated through a Nominal Group Technique procedure; these were subsequently reviewed by a panel of experts using the Delphi Technique, and factored out into measurable and explainable components. Two student-based surveys were used to pretest and purify the utility of the scale items.
